An IT audit is not the same as a security audit
A security audit focuses on threats and vulnerabilities. An IT audit looks wider: at the condition of the whole environment, its performance, costs, software legality and readiness for failures. It is a diagnosis of the state of IT, not just a test of resistance to attack.
In practice we start with the IT audit, because it gives a full picture and sorts out priorities. Only on that basis is it clear whether it is more urgent to close security gaps, put backups in order or replace worn out hardware.
